Hargo.co.id, GORONTALO – Accompanied by the Regional Secretary (Sekda) of North Gorontalo (Gorut), Suleman Lakoro, SH. MM, Director of the Regional Public Service Agency (BLUD) of Zainal Umar Sidiki (ZUS) Gorut Regional General Hospital (RSUD), dr. Mohamad Ardiansyah, M.Kes made a visit to the Ministry of Home Affairs (Kemendagri).
The visit was made to consult on governance following the designation of ZUS RSUD as BLUD.
There, Sekda Suleman Lakoro and Dr. Mohamad Ardiansyah were received directly by the Sub-directorate of BLUD, Directorate of Regional Financial Institutions, BLUD, and BMD of the Directorate General of Regional Financial Management of the Ministry of Home Affairs, namely R. Wisnu Saputro, SE., MAP.
According to Dr. Ardiansyah, the consultation, related to the drafting of regional head regulations (Perkada) regarding the change from the status of a regional technical implementing unit (UPTD) to the status of a special organization unit (UOBK).
“Whereby, this Perkada assigns duties and authority to ZUS RSUD similar to other regional apparatus organizations (OPD),” explained Dr. Ardi.
Ardi further explained that this Perkada also regulates the flexibility of BLUD RSUD ZUS financial management and regional incentives for general practitioners and specialists, as well as additional income for employees (TPP) budgeted through the Regional Budget (APBD), which cannot be included in BLUD budgets that budget for service fees (Jaspel).
Therefore, Dr. Ardi hopes that the results of this consultation can be implemented promptly according to the guidance obtained from the Ministry of Home Affairs.
“Thus, the function and role of BLUD RSUD ZUS can proceed as it should. Also, hospital health services are truly significant and independent, so that the hope of service to welfare realization is achieved according to existing procedures,” he concluded.(*)
