Alleged Police Officer Involved in the Reconstruction Project of Pohuwato Regent’s Office

Hargo.co.id, GORONTALO – The people of Pohuwato Regency can now breathe a sigh of relief as plans are underway to rebuild the regent’s office, a building of pride that was damaged and burned during the unrest on September 21.

Unfortunately, unpleasant news arises from the demolition project of the old building. Apparently, a police officer from Marisa Police Substation is suspected to be involved in the project.

Notably, the demolition project of the old Pohuwato Regent’s Office building costs approximately Rp. 400 million. This was disclosed by a reliable source to the media.

“The budget for it is 400 million rupiahs. The person who got the project is allegedly a police officer from Marisa Police Substation with the initial RP,” said the source on Monday (11/12/2023).

When confirmed, the Head of the Public Works and Spatial Planning Agency (PUPR) of Pohuwato, Risdiyanto Mokodompit, confirmed the information.

“The budget currently, we are still renting equipment. That means, if this budget, there is a mechanism, right? So for now, we implement it according to the work instructions, and we leave it to a third party who owns the equipment, this person named Reki (the alleged police officer),” explained Risdiyanto.

“As for the amount, I don’t know how much. For now, we use his equipment (Reki). That means, if we budgeted it unit price, the estimate is around Rp 400 million,” he concluded.

The alleged involvement of a police officer in the project is a violation, as the functions and duties of the police have been regulated in Article 1 number 1 of Law Number 2 of 2002 concerning the State Police of the Republic of Indonesia.

Which states that everything related to the functions and institutions of the police is in accordance with the prevailing laws and regulations.

Meanwhile, in carrying out the duty of maintaining national and societal life, there are several prohibitions for police officers, including engaging in activities that can degrade the honor and dignity of the state, government, or the State Police of the Republic of Indonesia; Engaging in practical politics; Following streams that can cause division or threaten national unity; Collaborating with others inside or outside the working environment with the aim of gaining personal, group, or other advantages that directly or indirectly harm the interests of the state; Acting as an intermediary for entrepreneurs or groups to obtain jobs or orders from the office/agency of the State Police of the Republic of Indonesia for personal gain; Owning shares/capital in a company whose business activities fall within the scope of his authority; Acting as a protector in gambling, prostitution, and entertainment venues; Becoming a debt collector or protector of someone who has debts; Acting as an intermediary/broker in a case; Neglecting family.

Meanwhile, Article 6 of Government Regulation No. 2 of 2003 explains the prohibitions on the implementation of police duties.

Members of the Indonesian National Police are prohibited from: Disclosing the secrets of police operations; Leaving the duty area without permission from superiors; Evading duty responsibilities; Abusing authority.

Based on the above explanations, it can be concluded that police officers are not allowed to engage in business or have a business, especially if done by abusing their authority.

If violated, the police officer can be subjected to disciplinary action as per applicable rules.
