Bone Bolango Regency Government Addresses Bawaslu’s Rejection of Rp 9 Billion NPHD

Hargo.co.id, GORONTALO – The Bone Bolango Regency government responds to the rejection of the Regional Grant Agreement (NPHD) worth Rp 9 billion by the Bone Bolango Bawaslu.

According to the Head of the Regional Planning, Research, and Development Agency (Bapppeda) of Bone Bolango, Roswati Agus, the election grant funds for the Bone Bolango Regional Election have undergone four mediations facilitated by the governor.

The first mediation took place at the governor’s office, the second at the Lombongo tourist site, and the remaining two at the governor’s office.

Roswati explained that the election grant funds allocated by their side amount to Rp 30 billion, with Rp 21 billion for the Election Commission (KPU) and Rp 9 billion for Bawaslu.

Regarding the grant for Bawaslu Bone Bolango, Roswati mentioned that it is larger than the result of discussions with the Gorontalo Provincial Government.

“On the fourth meeting on December 30, 2023, approximately 6 hours from 1:00 PM to 7:00 PM, this grant was discussed by Governor, Mrs. Bupati of Bone Bolango, the Provincial and Bone Bolango Regional Budgeting Team (TAPD).

The discussion included detailed activities. With a budget ceiling of Rp 9.8 billion proposed by Bawaslu Bone Bolango, it could be streamlined to Rp 8.8 billion.

Unfortunately, Roswati continued, the chairperson and members of Bawaslu Bone Bolango remained firm in their refusal to sign the NPHD document.

“Even though the governor conveyed that he had tried his best, taking advantage of the year-end holiday, there was still no agreement from Bawaslu,” she said.

In line with the Head of Bapppeda, Iwan Mustapa, as the Head of the Bone Bolango Regional Finance and Asset Management Agency (BPKD), explained that various efforts were made to find a middle ground.

One of them involved the Gorontalo Provincial Government, where the Acting Governor of Gorontalo sat together for six hours to resolve the issue.

Iwan said that after the assistance from the Acting Governor and the TAPD of the Provincial Government for almost six hours at the governor’s official residence, Bawaslu Bone Bolango still did not agree to the Rp 9 billion ceiling allocated by the Bone Bolango Regency through the 2023 Regional Budget and the 2024 Regional Budget.

“Even though from the results of the evaluation mediated by the provincial government, an efficiency of spending was achieved, reducing it to Rp 8.8 billion from Bawaslu’s proposal of Rp 9.8 billion,” said Iwan, emphasizing that the detailed discussion of Bawaslu Bone Bolango’s RKA was led directly by the Acting Governor and attended by the Acting Regent of Bone Bolango, the TAPD of the Provincial Government, and the TAPD of Bone Bolango.

In the joint meeting, it was revealed that the budget proposed by Bawaslu of Rp 9.8 billion was evaluated for the reasonableness of costs and the accountability of the detailed budget and activities for the simultaneous 2024 elections.

The Acting Governor and the Provincial TAPD not only reviewed the proposed Rp 9.8 billion from Bawaslu but also evaluated the results of the TAPD Bone Bolango review of Bawaslu’s proposal, which was corrected to Rp 8.6 billion.

“Nevertheless, in principle, the Bone Bolango Regency government remains with the highest ceiling that has been discussed and agreed upon with the Regional People’s Representative Council (DPRD) of Rp 9 billion,” said Iwan, emphasizing several corrections, including the volume of certain types of activities and travel standards that do not yet comply with the Presidential Regulation on regional unit price standards.
